Lease Terms and Conditions
All bidding and lease sale on BLM parcels listed on this website shall be subject to the statutes, administrative rules and regulations of the BLM per the authority of the Mineral Leasing Act of 1920 as amended and the Mineral Leasing Act for Acquired Lands of 1947, as amended.
A lease issued as a result of this sale will have a primary term of 10 years. It will continue beyond its primary term as long as oil or gas in paying quantities is produced on or for the benefit of the lease. Advance rental at $1.50 per acre for the first 5 years ($2 per acre after that) is due on or before the anniversary date each year until production begins. Once a lease is producing, you must pay a royalty of 12.5 percent of the value or the amount of production removed or sold from the lease. You will find other lease terms on our standard lease form (Form 3100-11, October 2008).
Lease Stipulations
Stipulations are part of the lease and supersede any inconsistent provisions of the lease form. Some parcels are subject to surface use stipulations. They are requirements or restrictions on how you conduct operations. They become part of the lease and supersede any inconsistent provisions in the lease form. - Lease Notice. Surface occupancy or use will be restricted or prohibited within the Fifteen Mile MLP analysis area (2) unless the operator and surface managing agency arrive at an acceptable plan for mitigation of anticipated impacts, which may include, but not be limited to include an Erosion, Revegetation and Restoration Plan. Prior to surface disturbance on limited reclamation potential areas a site- specific construction, stabilization, and reclamation plan (Plan) must be submitted to the BLM by the applicant as a component of the APD (BLM Form 3160-3) or Sundry Notice (BLM Form 3160-5) – Surface Use Plan of Operations. The Plan must include designs approved and stamped by a licensed engineer. The operator shall not initiate surface-disturbing activities unless the BLM authorized officer has approved the Plan (with conditions, as appropriate).
- Lease Notice. Limit off-road vehicular use for NOS level casual use actions within the Fifteenmile MLP Analysis Area. Allow OHV and mechanized (mountain bike) travel up to 300 feet from established roads in areas with limited travel designations to allow for staking activities, provided that: 1) no resource damage occurs; 2) no new routes are created; and 3) such access is not otherwise prohibited by the BLM authorized officer.

- NSO (1) as mapped on the Worland Field Office GIS database; (2) within 500 feet of perennial surface water, riparian/wetland areas, and playas.
- TLS (1) Nov 15 to Apr 30; (2) as mapped on the Worland Field Office GIS database; (3) protecting big game on crucial winter range habitat.
- CSU (1) Surface occupancy or use will be restricted or prohibited within the Fifteen Mile MLP analysis area. Surface occupancy or use will be restricted to no more than 1 surface disturbance per lease, to include 1 well pad and ancillary facilities. Total surface disturbance per lease will not exceed 32 acres; (2) as mapped on the Worland Field Office GIS database; (3) protecting recreational setting, LRP soils, and geologic features within the Fifteen Mile MLP Analysis Area.
Successful Bidder Notification
After all auctions have closed, the successful bidder will be notified via email with closing instructions, including total amount due.
On the day of the sale, you must pay at least the minimum bonus bid of $2 per acre or fraction of an acre; the first year's advance rental of $1.50 per acre or fraction of an acre; and a non-refundable administrative fee of $165, to the BLM State Office by the close of business.
Buyer Premium
A 1.5% Buyer Premium, calculated as 1.5% of the total bonus, will be added to the cost of this lease.
